כ״טוַיְדַבֵּ֧ר יְהֹוָ֛ה אֶל־מֹשֶׁ֥ה לֵּאמֹ֖ר אֲנִ֣י יְהֹוָ֑ה דַּבֵּ֗ר אֶל־פַּרְעֹה֙ מֶ֣לֶךְ מִצְרַ֔יִם אֵ֛ת כׇּל־אֲשֶׁ֥ר אֲנִ֖י דֹּבֵ֥ר אֵלֶֽיךָ׃
29and GOD said to Moses, “I am GOD; speak to Pharaoh king of Egypt all that I will tell you,”
וידבר ה'. הוּא הַדִּבּוּר עַצְמוֹ הָאָמוּר לְמַעְלָה בא דבר אל פרעה מלך מצרים, אֶלָּא מִתּוֹךְ שֶׁהִפְסִיק הָעִנְיָן כְּדֵי לְיַחֲסָם, חָזַר עָלָיו לְהַתְחִיל בּוֹ:
וידבר ה׳ AND THE LORD SPAKE — This is the self-same command which was mentioned before, viz., (v. 11) “Go in, speak unto Pharaoh, king of Egypt”, but because it (Scripture) broke off the narrative in order to record their genealogy it now reverts to it and begins it anew.
אני ה'. כְּדַאי אֲנִי לְשָׁלְחֲךָ וּלְקַיֵּם דִּבְרֵי שְׁלִיחוּתִי:
אני ה׳ I AM THE LORD — I am powerful enough to send you and to carry out the matter on which I have sent you.
ל׳וַיֹּ֥אמֶר מֹשֶׁ֖ה לִפְנֵ֣י יְהֹוָ֑ה הֵ֤ן אֲנִי֙ עֲרַ֣ל שְׂפָתַ֔יִם וְאֵ֕יךְ יִשְׁמַ֥ע אֵלַ֖י פַּרְעֹֽה׃ {פ}
30Moses appealed to GOD, saying, “See, I get tongue-tied;gtongue-tied See note at v. 12. how then should Pharaoh heed me!”
ויאמר משה לפני ה'. הִיא הָאֲמִירָה שֶׁאָמַר לְמַעְלָה הן בני ישראל לא שמעו אלי, וְשָׁנָה הַכָּתוּב כָּאן, כֵּיוָן שֶׁהִפְסִיק הָעִנְיָן; וְכֵן הִיא הַשִּׁיטָה, כְּאָדָם הָאוֹמֵר "נַחֲזֹר עַל הָרִאשׁוֹנוֹת":
ויאמר משה לפני ה׳ AND MOSES SAID BEFORE THE LORD — This is the statement which he made above, (v. 12), “Behold, the children of Israel have not hearkened unto me”. Scripture repeats it here, because it broke off the narrative for the reason already given. So is the method of the historian — just as a person who says, “let us return to the previous subject”.

א׳וַיֹּ֤אמֶר יְהֹוָה֙ אֶל־מֹשֶׁ֔ה רְאֵ֛ה נְתַתִּ֥יךָ אֱלֹהִ֖ים לְפַרְעֹ֑ה וְאַהֲרֹ֥ן אָחִ֖יךָ יִהְיֶ֥ה נְבִיאֶֽךָ׃
1GOD replied to Moses, “See, I place you in the role of God to Pharaoh, with your brother Aaron as your prophet.aprophet Cf. 4.16.
נתתיך אלהים לפרעה. שׁוֹפֵט וְרוֹדֶה, לִרְדּוֹתוֹ בְמַכּוֹת וְיִסּוּרִין:
נתתיך אלהים לפרעה This signifies I have made thee a judge and castigator — to castigate him with plagues and pains.
יהיה נביאך. כְּתַרְגּוּמוֹ – "מְתֻרְגְּמָנָךְ". וְכֵן כָּל לְשׁוֹן נְבוּאָה אָדָם הַמַּכְרִיז וּמַשְׁמִיעַ לָעָם דִּבְרֵי תוֹכָחוֹת, וְהוּא מִגִּזְרַת "נִיב שְׂפָתָיִם" (ישעיהו נ"ז), "יָנוּב חָכְמָה" (משלי י'), "וַיְכַל מֵהִתְנַבּוֹת" דִּשְׁמוּאֵל (א' י'); וּבְלַעַז קוֹרְאִין לוֹ פרידיכ"ר:
יהיה נביאך [AARON] SHALL BE THY PROPHET — This must be understood as the Targum takes it: thy interpreter. Similarly, wherever this term of נבואה is mentioned it refers to a man who publicly proclaims and utters to the people words of reproof. It is of the same derivation as, (Isaiah 57:19) “utterance (ניב) of the lips”; (Proverbs 10:31) “it utters (ינוב) wisdom”; (I Samuel 10:13) “he made an end of proclaiming (התנבות)”, which is in the book of Samuel. In old French we call him predicar; English preacher.
ב׳אַתָּ֣ה תְדַבֵּ֔ר אֵ֖ת כׇּל־אֲשֶׁ֣ר אֲצַוֶּ֑ךָּ וְאַהֲרֹ֤ן אָחִ֙יךָ֙ יְדַבֵּ֣ר אֶל־פַּרְעֹ֔ה וְשִׁלַּ֥ח אֶת־בְּנֵֽי־יִשְׂרָאֵ֖ל מֵאַרְצֽוֹ׃
2You shall repeat all that I command you, and your brother Aaron shall speak to Pharaoh to let the Israelites depart from his land.
אתה תדבר. פַּעַם אַחַת כָּל שְׁלִיחוּת וּשְׁלִיחוּת כְּפִי שֶׁשְּׁמַעְתּוֹ מִפִּי, וְאַהֲרֹן אָחִיךָ יַמְלִיצֶנּוּ וְיַטְעִימֶנּוּ בְּאָזְנֵי פַרְעֹה:
אתה תדבר THOU SHALT SPEAK once, every separate message just as you have heard it from My mouth, and your brother Aaron shall express it in eloquent language and explain it in Pharaoh’s hearing.
ג׳וַאֲנִ֥י אַקְשֶׁ֖ה אֶת־לֵ֣ב פַּרְעֹ֑ה וְהִרְבֵּיתִ֧י אֶת־אֹתֹתַ֛י וְאֶת־מוֹפְתַ֖י בְּאֶ֥רֶץ מִצְרָֽיִם׃
3But I will harden Pharaoh’s heart, that I may multiply My signs and marvels in the land of Egypt.
ואני אקשה. מֵאַחַר שֶׁהִרְשִׁיעַ וְהִתְרִיס כְּנֶגְדִּי, וְגָלוּי לְפָנַי שֶׁאֵין נַחַת רוּחַ בָּאֻמּוֹת לָתֵת לֵב שָׁלֵם לָשׁוּב, טוֹב שֶׁיִּתְקַשֶּׁה לִבּוֹ, לְמַעַן הַרְבּוֹת בּוֹ אוֹתוֹתַי, וְתַכִּירוּ אַתֶּם אֶת גְּבוּרָתִי. וְכֵן מִדָּתוֹ שֶׁל הַקָּבָּ"ה, מֵבִיא פֻּרְעָנוּת עַל הָאֻמּוֹת כְּדֵי שֶׁיִּשְׁמְעוּ יִשְׂרָאֵל וְיִירְאוּ, שֶׁנֶּאֱ' "הִכְרַתִּי גוֹיִם נָשַׁמּוּ פִּנּוֹתָם … אָמַרְתִּי אַךְ תִּירְאִי אוֹתִי תִּקְחִי מוּסָר" (צפניה ג'); וְאַעַפִּ"כֵ בְּחָמֵשׁ מַכּוֹת הָרִאשׁוֹנוֹת לֹא נֶאֱמַר וַיְחַזֵּק ה' אֶת לֵב פַּרְעֹה, אֶלָּא וַיֶּחֱזַק לֵב פַּרְעֹה (תנחומא):
ואני אקשה AND I WILL ALLOW [PHARAOH’S HEART] TO HARDEN — Since he has wickedly resisted Me, and it is manifest to Me that the heathen nations find no spiritual satisfaction in setting their whole heart to return to Me penitently, it is better that his heart should be hardened in order that My signs may be multiplied against him so that ye may recognise My divine power. Such, indeed, is the method of the Holy One, blessed be He: He brings punishment upon the nations so that Israel may hear of it and fear Him, as it is said, (Zephaniah 3:6, 3:7) “I have cut off nations, their corners are desolate etc. … I said: Surely thou wilt fear Me, thou wilt receive correction” (cf. Yevamot 63a). Nevertheless, in the case of the first five plagues it is not stated, “The Lord hardened Pharaoh’s heart” but “Pharaoh’s heart was hardened” (Midrash Tanchuma, Vaera 3).
ד׳וְלֹֽא־יִשְׁמַ֤ע אֲלֵכֶם֙ פַּרְעֹ֔ה וְנָתַתִּ֥י אֶת־יָדִ֖י בְּמִצְרָ֑יִם וְהוֹצֵאתִ֨י אֶת־צִבְאֹתַ֜י אֶת־עַמִּ֤י בְנֵֽי־יִשְׂרָאֵל֙ מֵאֶ֣רֶץ מִצְרַ֔יִם בִּשְׁפָטִ֖ים גְּדֹלִֽים׃
4When Pharaoh does not heed you, I will lay My hand upon Egypt and deliver My ranks, My people the Israelites, from the land of Egypt with extraordinary chastisements.
את ידי. יָד מַמָּשׁ, לְהַכּוֹת בָּהֶם:
את ידי this must be translated literally, “hand”, (not “power”) I will lay My hand upon Egypt to smite them.
ה׳וְיָדְע֤וּ מִצְרַ֙יִם֙ כִּֽי־אֲנִ֣י יְהֹוָ֔ה בִּנְטֹתִ֥י אֶת־יָדִ֖י עַל־מִצְרָ֑יִם וְהוֹצֵאתִ֥י אֶת־בְּנֵֽי־יִשְׂרָאֵ֖ל מִתּוֹכָֽם׃
5And the Egyptians shall know that I am GOD, when I stretch out My hand over Egypt and bring out the Israelites from their midst.”
ו׳וַיַּ֥עַשׂ מֹשֶׁ֖ה וְאַהֲרֹ֑ן כַּאֲשֶׁ֨ר צִוָּ֧ה יְהֹוָ֛ה אֹתָ֖ם כֵּ֥ן עָשֽׂוּ׃
6This Moses and Aaron did; as GOD commanded them, so they did.
ז׳וּמֹשֶׁה֙ בֶּן־שְׁמֹנִ֣ים שָׁנָ֔ה וְאַֽהֲרֹ֔ן בֶּן־שָׁלֹ֥שׁ וּשְׁמֹנִ֖ים שָׁנָ֑ה בְּדַבְּרָ֖ם אֶל־פַּרְעֹֽה׃ {פ}
7Moses was eighty years old and Aaron eighty-three, when they made their demand on Pharaoh.
