ז׳אין המפטיר מתחיל עד שיגמרו לגלול הס"ת כדי שלא יהא הגולל טרוד ויוכל לשמוע ההפטרה:
7The Maftir may not start [reciting] until they finish rolling the Torah scroll so that the one rolling shouldn't be preoccupied and will be able to hear the Haftarah.
ח׳ביום שיש ב' ספרי תורה לא יפתחו השניה ולא יסירו המפה עד שיגללו הראשון: הגה ואין מסלקין הראשונה עד שכבר הניחו השניה על השלחן שלא יסיחו דעתן מן המצו' ומוציאין ב' הספרים כאחת ותופסין בשניה עד אחר שקראו בראשונה. (אור זרוע בשם הירושלמי):
8On a day when there are two Torah scrolls, they should not open the second one not remove the cover until they roll up the first one. Gloss: And they should not remove the first one until they have already placed the second one on the table, so that they do not get distracted from the mitzvah. And they should take out the two Torah scrolls at the same time, and they should hold the second one until after the reading of the first one. (Ohr Zaruah in the name of the Yerushalmi)

א׳שלא יפשיט ש"צ התיבה. ובו סעיף אחד:אין ש"צ רשאי להפשיט התיבה בצבו' כל זמן שהם בב"ה (פי' רש"י שהיו רגילים להביא ס"ת מבית אחר שהיא משתמרת בו וכו' עד שטורח צבור הוא להתעכב שם ועיין בפנים בא"ח):
1That the Prayer Leader May Not Uncover the Ark. Containing 1 S'if:The prayer leader does not have permission to uncover the Ark in [front of] the community - as long as they are in the synagogue. (Rashi explains that they were accustomed to bring the Torah scroll from another house where it was kept safe etc. and it was a burden on the congregation to have to wait there.
