7The ETERNAL your God will inflict all those curses upon the enemies and foes who persecuted you.
8You, however, will again heed GOD and obey all the commandments that I enjoin upon you this day.
9And the ETERNAL your God will grant you abounding prosperity in all your undertakings, in your issue from the womb, the offspring of your cattle, and your produce from the soil. For GOD will again delight in your well-being as in that of your ancestors,
י׳כִּ֣י תִשְׁמַ֗ע בְּקוֹל֙ יְהֹוָ֣ה אֱלֹהֶ֔יךָ לִשְׁמֹ֤ר מִצְוֺתָיו֙ וְחֻקֹּתָ֔יו הַכְּתוּבָ֕ה בְּסֵ֥פֶר הַתּוֹרָ֖ה הַזֶּ֑ה כִּ֤י תָשׁוּב֙ אֶל־יְהֹוָ֣ה אֱלֹהֶ֔יךָ בְּכׇל־לְבָבְךָ֖ וּבְכׇל־נַפְשֶֽׁךָ׃ {ס}
10since you will be heeding the ETERNAL your God and keeping the commandments and laws that are recorded in this book of the Teaching—once you return to the ETERNAL your God with all your heart and soul.
11Surely, this Instruction that I enjoin upon you this day is not too baffling for you, nor is it beyond reach.
[FOR THIS COMMANDMENT …] IS NOT נפלאת FROM YOU i.e. is not concealed from you, just as it is said, (Deuteronomy 17:8): כי יפלא which is rendered in the Targum by “If there be concealed [from thee]”; and (Lamentations 1:9): ותרד פלאים which means, she went down into concealment, i.e. being covered and bound in the place of concealment.
12It is not in the heavens, that you should say, “Who among us can go up to the heavens and get it for us and impart it to us, that we may observe it?”
IT IS NOT IN HEAVEN — for were it in heaven it would still be your duty to go up after it and to learn it (Eruvin 55a).
13Neither is it beyond the sea, that you should say, “Who among us can cross to the other side of the sea and get it for us and impart it to us, that we may observe it?”
י״דכִּֽי־קָר֥וֹב אֵלֶ֛יךָ הַדָּבָ֖ר מְאֹ֑ד בְּפִ֥יךָ וּבִֽלְבָבְךָ֖ לַעֲשֹׂתֽוֹ׃ {ס}
14No, the thing is very close to you, in your mouth and in your heart, to observe it.
BUT [THE WORD] IS [VERY] NEAR UNTO YOU — the Torah has been given to you in writing and orally.
