1Moses summoned all the Israelites and said to them: Hear, O Israel, the laws and rules that I proclaim to you this day! Study them and observe them faithfully!

2The ETERNAL our God made a covenant with us at Horeb.

3It was not with our ancestors that GOD made this covenant, but with us, the living, every one of us who is here today.

NOT WITH OUR FATHERS — i.e. not with them alone, DID THE LORD MAKE [THIS COVENANT], כי אתנו BUT WITH US etc.

4Face to face GOD spoke to you on the mountain out of the fire—

FACE TO FACE — R. Berechia said: Thus did Moses, in effect, say: Do not think that I am misleading you with something which does not exist at all, as an agent does acting between the vendor and the purchaser; behold, the seller Himself is speaking to you (God who transmitted the Torah to you) (cf. Pesikta Rabbati 21: Pesachim Rabbah פ' י' הדברות קמייתא‎).

ה׳אָ֠נֹכִ֠י עֹמֵ֨ד בֵּין־יְהֹוָ֤ה וּבֵֽינֵיכֶם֙ בָּעֵ֣ת הַהִ֔וא לְהַגִּ֥יד לָכֶ֖ם אֶת־דְּבַ֣ר יְהֹוָ֑ה כִּ֤י יְרֵאתֶם֙ מִפְּנֵ֣י הָאֵ֔שׁ וְלֹֽא־עֲלִיתֶ֥ם בָּהָ֖ר לֵאמֹֽר׃ {ס}

5I stood between GOD and you at that time to convey GOD’s words to you, for you were afraid of the fire and did not go up the mountain—saying:

SAYING — This is to be connected with (v. 4), דבר ה' עמכם בהר מתוך האש “[face to face] the Lord spake with you in the mount out of the midst of the fire”, — לאמר, אנכי וגו׳, saying. “I am the Lord, etc.", ואנכי עמד בין ה׳ וביניכם WHILST I STOOD BETWEEN THE LORD AND YOU.

6aTradition varies as to the divisions of the Commandments in vv. 6–18 and the numbering of the verses. Cf. note at Exod. 20.1. I the ETERNAL am your God who brought you out of the land of Egypt, the house of bondage:

7You shall have no other gods beside Me.

BEFORE ME — i.e. in any place where I am, and that is the entire world. Another explanation: so long as I exist (i.e. always) (Mekhilta). — The Ten Commandments — I have already explained them (Exodus 20:1-14).

8You shall not make for yourself a sculptured image, any likeness of what is in the heavens above, or on the earth below, or in the waters below the earth.

9You shall not bow down to them or serve them. For I the ETERNAL your God am an impassioned God, visiting the guilt of the parents upon the children, upon the third and upon the fourth generations of those who reject Me,

י׳וְעֹ֥֤שֶׂה חֶ֖֙סֶד֙ לַֽאֲלָפִ֑֔ים לְאֹהֲבַ֖י וּלְשֹׁמְרֵ֥י (מצותו) [מִצְוֺתָֽי]׃ {ס}

10but showing kindness to the thousandth generation of those who love Me and keep My commandments.

י״אלֹ֥א תִשָּׂ֛א אֶת־שֵֽׁם־יְהֹוָ֥ה אֱלֹהֶ֖יךָ לַשָּׁ֑וְא כִּ֣י לֹ֤א יְנַקֶּה֙ יְהֹוָ֔ה אֵ֛ת אֲשֶׁר־יִשָּׂ֥א אֶת־שְׁמ֖וֹ לַשָּֽׁוְא׃ {ס}

11You shall not swear falsely by the name of the ETERNAL your God; for GOD will not clear one who swears falsely by that name.

12Observe the sabbath day and keep it holy, as the ETERNAL your God has commanded you.

OBSERVE [THE SABBATH DAY] — But in the former Ten Commandments (i.e. where they were first promulgated, in Exodus XX.), it states, “Remember [the Sabbath day]"! The explanation is: Both of them (זכור and שמור) were spoken in one utterance and as one word, and were heard in one hearing (i.e. were heard simultaneously) (Mekhilta).

[OBSERVE THE SABBATH DAY TO SANCTIFY IT] AS [THE LORD THY GOD] COMMANDED THEE before the giving of the Law, at Marah (Shabbat 87b).

13Six days youbyou Including a householder’s wife, as a co-administrator. shall labor and do all your work,

14but the seventh day is a sabbath of the ETERNAL your God; you shall not do any work—you, your son or your daughter, your male or female slave, your ox or your donkey, or any of your cattle, or the stranger in your settlements, so that your male and female slave may rest as you do.

ט״ווְזָכַרְתָּ֗֞ כִּ֣י־עֶ֤֥בֶד הָיִ֣֙יתָ֙ ׀ בְּאֶ֣רֶץ מִצְרַ֔֗יִם וַיֹּצִ֨אֲךָ֜֩ יְהֹוָ֤֨ה אֱלֹהֶ֤֙יךָ֙ מִשָּׁ֔ם֙ בְּיָ֥֤ד חֲזָקָ֖ה֙ וּבִזְרֹ֣עַ נְטוּיָ֑֔ה עַל־כֵּ֗ן צִוְּךָ֙ יְהֹוָ֣ה אֱלֹהֶ֔יךָ לַעֲשׂ֖וֹת אֶת־י֥וֹם הַשַּׁבָּֽת׃ {ס}

15Remember that you were a slave in the land of Egypt and the ETERNAL your God freed you from there with a mighty hand and an outstretched arm; therefore the ETERNAL your God has commanded you to observe the sabbath day.

AND THOU SHALT REMEMBER THAT THOU WAST A SLAVE [IN THE LAND OF EGYPT … AND THE LORD BROUGHT THEE FORTH FROM THERE … THEREFORE HE COMMANDS THEE TO KEEP THE SABBATH DAY] — On that condition He freed you — that you should be a servant to Him and observe His commandments.

ט״זכַּבֵּ֤ד אֶת־אָבִ֙יךָ֙ וְאֶת־אִמֶּ֔ךָ כַּאֲשֶׁ֥ר צִוְּךָ֖ יְהֹוָ֣ה אֱלֹהֶ֑יךָ לְמַ֣עַן ׀ יַאֲרִיכֻ֣ן יָמֶ֗יךָ וּלְמַ֙עַן֙ יִ֣יטַב לָ֔ךְ עַ֚ל הָֽאֲדָמָ֔ה אֲשֶׁר־יְהֹוָ֥ה אֱלֹהֶ֖יךָ נֹתֵ֥ן לָֽךְ׃ {ס}

16Honor your father and your mother, as the ETERNAL your God has commanded you, that you may long endure, and that you may fare well, in the land that the ETERNAL your God is assigning to you.

[HONOUR THY FATHER AND THY MOTHER] AS THE LORD THY GOD HATH COMMANDED THEE — Also regarding honouring parents they received command at Marah, as it is said, (Exodus 15:25) “There He appointed for them a statute and a judgement” (cf. Rashi on that passage and Note p. 243) (Sanhedrin 56b).

י״זלֹ֥֖א תִּֿרְצָ֖͏ֽח׃ {ס} וְלֹ֣֖א תִּֿנְאָ֑͏ֽף׃ {ס} וְלֹ֣֖א תִּֿגְנֹֽ֔ב׃ {ס} וְלֹֽא־תַעֲנֶ֥ה בְרֵֽעֲךָ֖ עֵ֥ד שָֽׁוְא׃ {ס}

17You shall not murder.You shall not commit adultery.You shall not steal.You shall not bear false witness against your neighbor.

AND THOU SHALT NOT COMMIT ADULTERY — The term ניאוף, “adultery”, is technically only applicable in the case of a married woman.

י״חוְלֹ֥א תַחְמֹ֖ד אֵ֣שֶׁת רֵעֶ֑ךָ {ס} וְלֹ֨א תִתְאַוֶּ֜ה בֵּ֣ית רֵעֶ֗ךָ שָׂדֵ֜הוּ וְעַבְדּ֤וֹ וַאֲמָתוֹ֙ שׁוֹר֣וֹ וַחֲמֹר֔וֹ וְכֹ֖ל אֲשֶׁ֥ר לְרֵעֶֽךָ׃ {ס}

18YoucYou Addressing those whose social position enables them to act on such desires and cravings; i.e., (stereotypically male) householders. shall not covet your neighbor’s wife. And you shall not crave your neighbor’s house, or field, or male or female slave, or ox, or donkey, or anything that is your neighbor’s.

ולא תתאוה — The Targum renders this by ולא תירוג which, too, is an expression denoting “desiring” (חמד the word used in the preceding part of this verse), just as (Genesis 2:9) “נחמד to the eyes”, we render in the Targum by “desirable (רגג) to behold”.
