י״ח

כ״דוַיִּשְׁמַ֥ע מֹשֶׁ֖ה לְק֣וֹל חֹתְנ֑וֹ וַיַּ֕עַשׂ כֹּ֖ל אֲשֶׁ֥ר אָמָֽר׃

24Moses heeded his father-in-law and did just as he had said.

כ״הוַיִּבְחַ֨ר מֹשֶׁ֤ה אַנְשֵׁי־חַ֙יִל֙ מִכׇּל־יִשְׂרָאֵ֔ל וַיִּתֵּ֥ן אֹתָ֛ם רָאשִׁ֖ים עַל־הָעָ֑ם שָׂרֵ֤י אֲלָפִים֙ שָׂרֵ֣י מֵא֔וֹת שָׂרֵ֥י חֲמִשִּׁ֖ים וְשָׂרֵ֥י עֲשָׂרֹֽת׃

25Moses chose those who were capable out of all Israel, and appointed them heads over the people—chiefs of thousands, hundreds, fifties, and tens;

כ״ווְשָׁפְט֥וּ אֶת־הָעָ֖ם בְּכׇל־עֵ֑ת אֶת־הַדָּבָ֤ר הַקָּשֶׁה֙ יְבִיא֣וּן אֶל־מֹשֶׁ֔ה וְכׇל־הַדָּבָ֥ר הַקָּטֹ֖ן יִשְׁפּוּט֥וּ הֵֽם׃

26and they judged the people at all times: the difficult matters they would bring to Moses, and all the minor matters they would decide themselves.

רש״י

ושפטו. וְדָיְנִין יָת עַמָּא:

ושפטו — Onkelos translates by ודינין ית עמא “and they were judging the people” (cf. Rashi on v. 22).

יביאון. מָיְתִין:

יביאון — Onkelos translates this by מיתין (participle) “they were bringing” (or “they always brought”).

ישפוטו הם. כְּמוֹ יִשְׁפְּטוּ, וְכֵן "לֹא תַעֲבוּרִי" (רות ב'), כְּמוֹ לֹא תַעַבְרִי, וְתַרְגּוּמוֹ דָּיְנִין אִינּוּן; מִקְרָאוֹת הָעֶלְיוֹנִים הֵם לְשׁוֹן צִוּוּי, לְכָךְ מְתֻרְגָּמִין וִידוּנוּן, יַיְתוּן, יְדוּנוּן, וּמִקְרָאוֹת הַלָּלוּ לְשׁוֹן עֲשִׂיָּה:

יִשְׁפּוּטוּ הֵם — This is the same as יִשְׁפְּטוּ; similar is (Ruth 2:8) לֹא תַעֲבוּרִי which is the same as לֹא תַעַבְרִי. Its translation in the Targum is דינין אינון “they were judging”. The above verses (i. e. the verbs in v. 22) express the command and consequently they are translated by וידונון and ייתון and ידונון, “and let them judge”, and “let them bring”, and “let them judge”; but these verses express the doing of what was commanded (they state that the command was actually carried out).

כ״זוַיְשַׁלַּ֥ח מֹשֶׁ֖ה אֶת־חֹתְנ֑וֹ וַיֵּ֥לֶךְ ל֖וֹ אֶל־אַרְצֽוֹ׃ {פ}

27Then Moses bade his father-in-law farewell, and he went his way to his own land.

רש״י

וילך לו אל ארצו. לְגַיֵּר בְּנֵי מִשְׁפַּחְתּוֹ (מכילתא):

וילך לו אל ארצו AND HE WENT HIS WAY INTO HIS OWN LAND, for the purpose of making proselytes of the members of his family (Mekhilta).
